摘　　要：主要基于投入产出分析、目标达成模式、影响因素分析及开放式创新角度构建广州市科技计划项目评审指标体系理论框架,并在此基础上借助问卷调查对理论框架中初步设置的指标维度进行实证筛选,最终构建由6个一级指标和23个二级指标组成的广州市科技计划项目评审指标体系。This paper mainly constructs the theoretical framework of Guangzhou science and technology plan projects evaluation index system based on input-output analysis,goal achievement mode,influencing factor analysis and open innovation angle.On this basis,the paper conducts empirical screening on the preliminary set index dimensions in the theoretical framework by means of questionnaire survey,Finally,the evaluation index system of Guangzhou science and technology plan projects is constructed,which consists of 6 primary and 23 secondary indicators.
