农业生产性服务对农地抛荒的抑制效应

摘　　要：基于2016年、2018年中国劳动力动态调查数据(CLDS),实证分析了农业生产性服务对农地抛荒的影响。研究表明:农业生产性服务对农户是否抛荒及抛荒程度均有显著的抑制作用;不同环节的生产性服务对抛荒的影响存在明显差异,抑制作用大小依次为种植规划服务、机耕服务和病虫害防治服务,灌溉服务和生产资料购买服务影响不显著。与单环节生产性服务相比,“种植规划+机耕”“种植规划+病虫害防治”和“机耕+病虫害防治”等多环节生产性服务对抛荒的抑制作用更明显;与以村集体为主导的供给模式相比,服务主体的多元化有助于增强生产性服务的抑制作用。机制检验发现,农业生产性服务通过缓解劳动力约束和弱化耕地资源禀赋的限制来抑制农地抛荒;从农户禀赋来看,农业生产性服务对农地抛荒的抑制作用在家庭务农收入占比较低、有65岁及以上老人、土地产权模糊的农户中表现更加明显。Based on the data of China Labor Force Dynamic Survey(CLDS)in 2016 and 2018,the paper analyzes empirically the impact of agricultural productive services on farmland abandonment.The results show that:Agricultural productive services have significant negative effects on the farmers’farmland abandon behavior and degree of abandonment.The different links of agricultural productive service have different inhibiting effects on farmland abandonment.The restraining degrees in a descending order are:planting planning service,mechanize farming service,and pest control service;while irrigation service and purchase of capital goods service have insignificant effect on farmland abandonment.Compared with single process productive service,multi-links productive services have larger impact on farmland abandonment.Compared with the supply mode dominated by village collective,the diversification of service sources helps to enhance the inhibitory effect of productive services.The mechanism test shows that:Agriculture productive services mainly restrain farmland abandonment through alleviating labor constraints and weakening restrictions on land resource conditions.The inhibitory effect of agricultural productive services on the farmland abandonment is more obvious for those households with lower proportion of agricultural income,having farmers aged more than 65 and unclear farmland property rights.
