经济新常态下的城市生产要素投入均衡度及形成机制探讨

摘　　要：推进供给侧结构性改革,实现要素市场化配置,是经济新常态下城市可持续发展的有效路径。论文基于中国315个城市的统计数据,分别从宏观(经济区)、中观(城市群)和微观(行政等级)等尺度上构建了土地、劳动力、资本和技术等生产要素的洛伦兹曲线,进而确定了各要素的均衡度排序和全要素的均衡类型。结果表明:分要素来看,区位条件越好、极化效应越弱、行政等级越高,均有助于生产要素投入均衡。全要素而言,存在全面均衡、全面失衡和过渡阶段等三种均衡类型。兼论形成机制,本底条件、功能定位和决策自由分别是生产要素投入的"根基""航标"和"阀门"。经济新常态下的城市科学管理可从改善区位条件、降低极化效应和提高行政等级等方面入手。Promoting the supply-side structural reforms and realizing the market-based allocation of factors is an effective way for urban sustainable development under economic new normal.Based on the statistics of 315 cities in China,the Lorenz curves of production factors such as land,labor,capital and technology are constructed from macro (economic zone),meso (urban agglomeration) and micro (administrative level).Further,the equilibrium degree of each factor and the equilibrium type of these factors are ordered.The results show that:in terms of each factor,the better the location conditions,the weaker the polarization effect;and the higher the administrative level,the more likely it is to achieve a balanced production factor input.For all factors,there are three equilibrium types:full equilibrium,total imbalance,and transition.And as for the formation mechanism,the background conditions,functional positioning,and freedom of decision-making are its "foundation","navigation",and "valve" of the input of production factors,respectively.Therefore,urban scientific management under the "Economic New Normal" is suggested to start from improving the location conditions,reducing the polarization effect and raising the administrative level.
