摘　　要：立足于生态科学、福利经济学和产业经济学等理论,总结归纳生态安全、经济高质量发展的概念与内涵,系统梳理经济发展与生态环境的相互作用、经济高质量发展的驱动机制、生态和产业政策的绩效,指出生态系统、产业体系和人类福祉三者的关系缺乏理论框架,对产业高质量发展的要素质量、配置效率、产业结构、空间分布等研究不足,生态与产业政策对产业发展的路径和传导机制尚不清晰。最后,从生态环境由约束条件转变为驱动源泉的视角,提出未来研究中生态系统—产业体系—人类福利的理论分析框架有待构建,人力资本和生态资本对产业高质量发展的理论机制与实现路径有待建立,异质性政策之间的耦合定量和最优设计有待推进。Based on theories of ecological science,welfare economics and industrial economics,this article summarizes the concepts and connotations of ecological security and high-quality industrial development,systematically combs the interaction between economic development and the ecological environment,the driving mechanism of industrial high-quality,ecology and industry.The performance of the policy pointed out that the interaction between ecosystem,industrial system,and human well-being lacks a theoretical framework,lacks regional collaborative research on factors such as high-quality industrial development,configuration efficiency,industrial structure,and spatial distribution,and ecological security.The path and transmission mechanism of policies and industrial policies to industrial development are still unclear.Finally,from the perspective of changing the ecological environment from constraints to the driving source of industrial development,it proposes to construct a theoretical analysis framework for ecological system-industrial system-human welfare in future research,and the theoretical mechanism of human capital and ecological capital for high-quality industrial development.The path to implementation needs to be established,and the coupling quantitative and optimal design between heterogeneous policies needs to be promoted.
