粤港澳大湾区文化和旅游融合政策工具研究——基于内容分析法的政策文本分析

摘　　要：本研究基于内容分析法,从基本政策工具视角,对粤港澳大湾区文化和旅游融合发展政策文本展开分析,研究发现:供给型政策工具表现为文旅融合的政策推力,政府通过产业、人才、技术、资金、基建等生产要素的供给,向大众提供文化旅游等相关资源;需求型政策工具表现为促进文旅融合的政策拉力,政府通过建设文化旅游交流合作的平台,加强文化旅游营销推广,培育龙头企业、示范基地等试点建设,提升文旅市场活力与吸引力;环境型政策工具则为文旅融合提供政策支撑力,政府通过制定目标和规划、管理机制、税收优惠等减少文旅融合过程中遇到的阻碍,提供有利于文旅深度融合的政策大环境。本研究分析了三种政策工具在粤港澳大湾区的使用情况,并提出文旅融合专项政策、优化政策结构、文旅合作建设方案、新冠肺炎疫情背景下文旅发展应对方案等政策建议。Based on the content analysis method and from the perspective of basic policy tools,the authors conducted a policy text analysis concerning the Guangdong-Hong Kong-Macao Greater Bay Area and found that:(1)policy tools on the supply side is a policy thrust where government provides public cultural tourism and other related resources through the supply of production factors such as industry,human resources,technology,funds,infrastructure,etc.(2)Policy tools on the supply side is a pulling force to promote the integration of culture and tourism.Through the construction of cultural tourism exchange and cooperation platform,cultivating leading enterprises,demonstration bases and other pilot construction,the government strengthens the marketing and promotion of culture and tourism to enhance the vitality and attractiveness of culture and tourism market.(3)Environment-oriented policy tools provide policy support for cultural and tourism integration.The government can reduce the obstacles encountered in the process of cultural and tourism integration through setting goals and plans,management mechanism,tax incentives,etc.,and provide a favorable policy environment for the in-depth integration of cultural and tourism.The paper analyzed the application of the three policy tools in the Greater Bay Area,and put forward some policy suggestions,such as special policies for cultural and tourism integration,policy structure optimization,cultural and tourism cooperation construction plan,and responses to the Covid-19 pandemic.
