论科技霸权主义的形成机制、表现形式与经济影响——基于国际垄断资本主义科技治理模式的分析

摘　　要：科技霸权主义盛行并非偶然现象,其背后有深刻的制度性根源。通过对国际垄断资本主义科技治理模式的制度构成分析可以发现,国际金融资本对科技要素的垄断和对全球生产网络的控制,为科技霸权主义的形成提供了制度激励。通过考察科技霸权主义的表现形式,发现国际金融资本在任何时候都会利用科技霸权主义来攫取超额利润,只是在不同条件下所采取的形式和手段存在差异。当前,科技霸权主义盛行对全球经济发展产生的负面影响正在逐步显现。受国际垄断资本主义科技治理模式的影响,国际金融资本驱使下的西方国家政府决不会主动放弃科技霸权主义。我国在对外经济交往过程中应当对科技霸权主义时刻保持警惕,通过加快一系列制度建设做好应对科技霸权主义的准备。There are profound institutional reasons lying behind the prevalence of scientific&technical hegemonism.By analyzing the constitution of the science&technology governing pattern of global monopoly capitalism,it figures out that the institutional inspiration for the formation of scientific&technical hegemonism can be provided,if the international financial capital monopolized science&technology and controlled global production network.By observing all manifestations of scientific&technical hegemonism,it figures out that the international finance capital would be always using the scientific&technical hegemonism to seize excess profit.The only difference is the specific measures applied due to the variation of market environment.In current,the negative economic influences for scientific&technical hegemonism have been revealed gradually.And the governments of western countries,driven by the international financial capitalism,wouldn’t give up the scientific&technical hegemonism automatically,due to the influence of the Science&Technology Governing Pattern of global Monopoly Capitalism.China should be on alert to the scientific&technical hegemonism during the international economic interaction,and be prepared by accelerating a series of institutional construction.
