摘　　要：社会治理目标的实现与多种因素相关。理想对话机制作为贯穿整个治理过程的因素之一,影响着社会治理的进行和效果。选取新生代农民工为考察主体,按照对话场所的选择和建立、对话过程的设计和展开以及对话结果的评价和分析三个步骤,探索理想对话机制的构建。社会治理中新生代农民工的理想对话机制应具备如下特点:发生对话的场所是平等开放的公共平台;对话遵循一定规则和路径;最后的对话结果经过充分讨论,最大程度地尊重每个人的意见。通过建立理想对话机制,消解潜在的话语障碍,使公众话语走向政策话语,最终以社会治理的创新发展推动新生代农民工市民化进程。The realization of social governance’s goal is related to many factors.The ideal dialogue mechanism,as a factor throughout the whole process of governance,in the meantime,influences the progress and effects of social governance.This essay selects the new generation of migrant workers as the main body of investigation,and explores how to complete the construction of the ideal dialogue mechanism according to three steps:the selection and establishment of the dialogue place,the design and development of the dialogue process,and the evaluation and analysis of the dialogue results.The ideal dialogue mechanism for the new generation of migrant workers in social governance should have these following characteristics.The place where the dialogue takes place is an equal and open public platform.Conversations should follow certain rules and paths.The results of the final dialogue need to be fully discussed with the utmost respect for everyone’s opinions.By establishing an ideal dialogue mechanism,and eliminating potential barriers of discourse,we can transform public discourse into policy discourse,and the new generation of migrant workers’urbanization can be finally promoted by the innovative development of social governance.
