摘　　要：农业高质量发展是经济由高速增长阶段转向高质量发展阶段的应时之策和推进农业农村现代化建设的必然选择。改革开放以来,我国农业生产条件明显改善,农林牧渔业总产值稳步提升,农民收入持续增长。在取得成绩的同时,农业供需结构性失衡,农产品质量有待提高,农业资源与环境约束趋紧等农业发展问题不容忽视。农业高质量发展为破解我国农业发展困境、提高农业竞争力、推进农业现代化发展提供了根本遵循和方向引导。结合农业发展现状在对我国农业高质量发展所面对的机遇与挑战进行分析的情况下,对推进农业高质量发展提出了以科技创新激活农业发展新动能、以量质并重攀升农业安全新高度、以深化改革构建农业发展新业态、以生态保护树立农业发展新风向、以精准匹配创造农业发展新特色的对策建议。Agricultural high-quality development is a necessary strategy for the economy of China shifts from a high-speed growth stage to a high-quality development stage,and an inevitable choice to promote the modernization of agriculture and rural areas.Since reform and opening-up,agricultural production conditions of China improve significantly,gross output value of agriculture,forestry,animal husbandry and fishery promote steadily,and the income of farmers increases continuously.At the same time,the structural imbalance between agricultural supply and demand,the quality of agricultural products,and the tightening constraints on agricultural resources and environment can not be ignored.Agricultural high-quality development provides a fundamental direction and guidance for solving the dilemma of agricultural development,improving agricultural competitiveness and promoting the development of agricultural modernization.Combining with the opportunities and challenges of current status of agricultural development,this paper puts forward some suggestions on promoting agricultural high-quality development.We should use scientific and technological innovation to activate new driving forces for agricultural development,improve agricultural security by equal emphasizing on quantity and quality of agricultural products,deepen reforms to build new forms of agricultural development,pay more attention to ecological protection in agricultural production,and develop characteristic agriculture according to local resources.
