摘　　要：话语权随着时代发展而不断变化,在不同时代表现出不同特征。特别是20世纪90年代以来,互联网的广泛运用和网络话语权的兴起与发展,更进一步推进了现代话语权的时代性变革。现代话语权的转变表现出两种非常明显的形态:一是话语与权力的双向互动,二是权力与权利的相互交融。话语与权力的双向互动体现为,话语是权力的载体和媒介,也包含着权力。同时,话语也是权力的塑造者,能对权力及其运行机制进行改造和重塑。话语中权力与权利的相互交融体现为,话语权既是一种权力,也是一种权利,权力与权利彼此关联,并深度交融。现代话语权表现出非常显著的特征,即现代话语权出现了明显下沉,话语权力结构得以重建;现代话语权内涵更加充实,话语权利实现的条件大为改善;现代话语权表现出强烈的分散性,网络生态治理难度提高。Discourse power changes with the development of the times and shows different characteristics in different times.Especially since the 1990s,the wide use of the Internet and the rise and development of network discourse power have further promoted the contemporary reform of modern discourse power.The transformation of modern discourse power shows two obvious forms:the two-way interaction between discourse and power,and the mutual blending of power and right.The two-way interaction between discourse and power is reflected in that discourse is not only the carrier and medium of power,but also contains power.At the same time,discourse is also the shaper of power,which can transform and reshape power and its operating mechanism.The blending of right and power in discourse is reflected in that discourse power is not only a right,but also a power,where power and right are interrelated and deeply blended.The modern discourse power shows very remarkable characteristics,that is,the modern discourse power has obviously sunk and the discourse power structure has been reconstructed;the connotation of modern discourse right has been enriched,and the conditions for the realization of discourse right have been greatly improved;modern discourse power shows a strong dispersion,and the difficulty of network ecological governance has increased.
