摘 要:在可持续发展目标下,污水处理厂不仅要有效去除污染物,还要综合考虑节能减排、减少二次污染等多项任务.面向此需求,基于数据包络分析法建立了污水处理厂综合效能评估方法.在此基础上,对我国2019年4733座城镇污水处理厂的综合效能进行了量化,识别了影响综合效能的因素,并对我国污水处理厂综合效能的提升提出了分类指导意见.不仅能够为单个污水处理厂的综合效能提升提供路径指导,也能够为我国污水处理行业的绩效监管提供方法支撑.Under the goal of sustainable development,wastewater treatment plants(WWTPs)should not only effectively remove pollutants,but also comprehensively consider other tasks including energy conservation and emission reduction,secondary pollution reduction,etc.To meet this demand,this study established an integrated efficiency evaluation method of WWTP based on data envelopment analysis.Based on this method,the study quantified the integrated efficiency of 4 733 municipal WWTPs in China in 2019,identified the factors affecting the integrated efficiency,and put forward classified guidance for improving the integrated efficiency of municipal WWTPs in China.The study can not only provide path guidance for the integrated efficiency improvement of a single WWTP,but also provide a methodology for the performance supervision of China′s wastewater treatment industry.
