摘  要:为了解决在水库淹没地区复建公路的综合选线问题,通过对某建设中水库复建公路总体设计过程进行实例研究,总结了在水库淹没区修建公路应引起重视的公路等级标准、地质、工程、水土保持、环境保护等相关问题,探讨了在高山峡谷水库地区修建安全环保、经济便捷的公路的基本原则和关键技术,以期为水库复建公路的设计提供参考。得出结论:提出了基于水库淹没线及复建三原原则的公路等级确定方法,即以“原场址、原宽度、原标准”的原则为基础,综合考虑水库淹没线和库岸坍塌宽度确定复建公路平面线位和标高。路线平纵面指标宜贴合地形,选取规范低限指标,采用螺旋展线方式克服高差,尽量减少大填大挖现象。路线纵断面设计原则为坡脚线平面宜尽量远离淹没线,且不低于水库淹没线控制水位高程;研究了库岸坍塌宽度、不良地质、跨水库桥梁的桥位等因素对路线方案的影响,提出了库区塌岸风险的预测和评估方法;总结了水库淹没地区复建公路水土保持情况,并着重探讨了水库淹没区弃土场生态恢复的措施方案;提出将环境保护设计思路贯穿于复建公路总体设计中,强调道路的使用功能与环境相互适应,相互融合,以满足库区基础设施建设和经济发展的需要。In order to comprehensive routing for rebuilding highway in the reservoir inundation area,based on the case study of the overall design process of a reservoir highway under reconstruction,the relevant highway grade standards,geological,engineering,soil and water conservation,environmental protection and other issues that should be paid attention to when building highway in reservoir inundation area are summarized.The basic principles and critical technologies for building safe,environmentally friendly,economical and convenient roads in high mountain valley reservoir areas are discussed in depth,providing a reference for the design of reservoir roadrehabilitation.It is concluded that(1)The method for determining the highway grade based on the reservoir inundation line and the 3 original principles of rebuilding is proposed,that is,based on the principle of“original site,original width and original standard”,comprehensively considers the reservoir inundation line and the width of the reservoir bank collapse to determine the plane line’s position and elevation of the highway.The horizontal and vertical plane indicators of the route should fit the terrain,and the low limit of the stipulated indicators should be selected.The spiral spreading method should be adopted to overcome the height difference and minimize the phenomenon of large filling and excavation.The design principle of the vertical section of the route is that the plane of slope toe line should be away from the inundation line as as far possible and not lower than the control water level elevation of the reservoir inundation line.(2)The influences of the collapse width of reservoir bank,adverse geology and bridge location across reservoir on the route scheme are studied,and the methods for predicting and evaluating bank collapse risk in the reservoir area are presented.(3)The water and soil conservation of the highway to be rebuilt in the reservoir inundation area is summarized,and the scheme of the measures for ecological restoration of the spoil f
