沪苏浙生物医药产业创新发展政府奖补政策比较

摘　　要：目的推动长三角"两省一市"(上海市、江苏省、浙江省,简称沪苏浙)生物医药产业创新一体化发展。方法系统收集沪苏浙2018年至2020年的生物医药产业创新奖补政策颁布实施情况,并进行比较与分析。结果沪苏浙三地的奖补对象明确,奖补方式灵活,奖补时效持久。上海市奖补政策规划性最好,江苏省奖补力度最大、奖补阶段最全面,浙江省奖补要求较宽松。结论在长三角一体化背景下,沪苏浙三地政府要通力合作,除政府奖补外,还应发挥地方政府的金融支持作用,加强奖补资金的监管与指导,提升医药人才、平台及科研能力建设,形成医药产业创新的政策合力,优化并动态调整奖补政策,激发医药企业的创新活力和产业升级。Objective To promote the innovative and integrated development of biomedical industry in the"two provinces and one city"(Shanghai City,Jiangsu Province and Zhejiang Province)in the Yangtze River Delta.Methods From 2018 to 2020,the promulgating and implementing conditions of award and subsidy policies for innovative development of the biomedical industry in Shanghai City,Jiangsu Province and Zhejiang Province were collected systematically and compared.Results In Shanghai City,Jiangsu Province and Zhejiang Province,the objects of award and subsidy were clear,the methods of awards and subsidies were flexible,and the timeliness of award and subsidy was long-lasting.However,Shanghai City had the best planning of award and subsidy policy,Jiangsu Province had the largest amount and the most comprehensive stage of award and subsidy,and Zhejiang Province had relatively loose requirements for award and subsidy.Conclusion In the background of the integration of the Yangtze River Delta,the governments of Shanghai City,Jiangsu Province and Zhejiang Province should cooperate with each other.In addition to government award and subsidy,they should give full play to the financial support role of local governments,strengthen the supervision and guidance of award and subsidy,improve the construction of pharmaceutical talents,platforms and scientific research ability,form a joint policy force for pharmaceutical industry innovation,optimize and dynamically adjust the award and subsidy policies,and stimulate the innovation vitality and industrial upgrading of pharmaceutical enterprises.
