高校纪检监察体制改革浅析——以福建省公办本科高校为例

摘　　要：随着我国监察体制改革不断深入,高校纪检监察机构被赋予监察权,履行执纪执法职责。然而,当前高校纪检监察机构实践中存在职责定位认识不清晰、纪法尺度把握不准以及纪检监察干部执纪执法能力培养方式滞后等问题。高校纪检监察机构要聚焦“监督再监督”职责定位,建立“校地”执纪执法协作机制,加强岗位练兵,建立导师制等措施,不断推进高校纪检监察工作高质量发展。With the implementation of the Supervision Law and the deepening of the reform of the national supervision system,the discipline inspection and supervision institutions in colleges and universities are endowed with the supervision power to perform the duties of discipline and law enforcement.However,in their current practice there are still some problems,such as unclear understanding of duty orientation,inaccurate grasp of discipline and law scale,and lagging training methods of discipline and law enforcement ability of discipline and supervision cadres.The two mentioned above should focus on the responsibility orientation of“supervision and re-supervision”,establish the coordination mechanism of discipline and law enforcement in colleges and universities,strengthen post training,establish the tutor system and other measures,and constantly promote the high-quality development of discipline inspection and supervision work in colleges and universities.
