摘　　要：河长制源自地方政府的治水制度创新,但迄今学术界对其起源和争论尚缺少深度研究及甄别。河长制起源的“鲧说”和“苏轼说”具有浪漫主义色彩,却并不符合史实。浙江长兴与云南洱源的河长制突出的是河长自身的职责,尚未形成系统化的河长治水框架。江苏无锡的河长制源自农村河道治理,在太湖蓝藻事件后产生了创新扩散效应,并为国家推广的治水制度提供了经验基础。河长制是地方政府在应对缺水社会压力、自上而下的考核压力、治水体制机制障碍以及开发利用“地方知识”的过程中产生的,具有不变体制变机制的属性,即在不触碰环境治理体制的前提下进行治理机制创新,体现了地方政府的环境治理韧性。River chief system originates from local government’s innovation of water governance system,but there is a lack of in-depth study and screen on its origin and controversy.The view that river chief system originated from Gun and Sushi is romantic,but not accurate.The river chief system in Changxing County and Eryuan County highlights the responsibility of river chiefs themselves,and has not formed a systematic water governance framework.The system of Wuxi City originates from the rural river regulation,produces innovation diffusion effect after the cyanobacteria event in Taihu Lake,and provides empirical basis for the national water governance system.This system is produced by the local government in the process of coping with the pressure of water shortage and top-down assessment,obstacles of water governance system and mechanism,and utilization and development of local knowledge.It has the property of constant system with changed mechanism.It means local governments carry out governance mechanism innovation without touching environmental governance system,which reflects the tenacity of environmental governance.
