摘　　要：全面抗战时期,中共在抗日根据地开启了重建警察系统的历程,这一实践成为中共历史上全面建立基层公安队伍之滥觞。作为模范根据地巩固区的阜平县,其基层公安队伍建设具有一定的连续性和系统性,为全面考察抗日根据地公安队伍建设提供了较为完整的样本。由阜平县观之,公安队伍建设成就的取得,仰赖于中国共产党的领导,尤其是组织领导;其建设实践较为系统地体现出中共在抗日根据地初建基层公安队伍的政治理念和制度框架,所产生的历史经验迄今仍具有一定的借鉴价值和意义。During the period of total resistance,the Communist Party of China initiated the process of rebuilding the police system in the Anti-Japanese Base Areas,which became the beginning of the comprehensive establishment of grass-roots public security team in the history of the Communist Party of China.As a model base consolidation area,Fuping County’s grass-roots public security team construction is continuous and systematic to a certain extent,which provides a relatively complete sample for the comprehensive investigation of the construction of the public security team in the Anti-Japanese Base Areas.From the perspective of Fuping County,the achievements in the construction of the public security team depend on the leadership of the Communist Party of China,especially the organizational leadership.And the construction practice of Fuping systematically reflects the political idea and institutional framework of the Communist Party of China’s initial establishment of grass-roots public security team in the Anti-Japanese Base Areas,and the historical experience generated by it still has certain reference value and significance up to now.
