“一网通办”何以降低企业制度性交易成本?——基于上海市A区高新技术企业认定的探索性研究

摘　　要："一网通办"被认为是降低企业制度性交易成本的重要举措,探究其效果及其实现机制有助于进一步转变政府职能和优化营商环境。基于对上海市A区高新技术企业认定的案例分析,发现"一网通办"通过应对政务服务过程中的信息不对称、资产专用性、有限理性和机会主义,降低了企业显性的信息成本、材料成本和隐性的沟通成本、寻租成本。建议总结和推广"一网通办"有效举措,提升企业数据跨事项、跨部门共享水平,由"被动服务"转向"主动服务"模式,线上线下服务互补、加强政企沟通,以进一步降低企业制度性交易成本。The Yiwang Tongban is considered to be an important measure to reduce the institutional transaction costs of enterprises.Exploring its effects and mechanisms will help to further transform government functions and optimize the business environment.Based on the case analysis of high-tech enterprises certification in A District,Shanghai,it is found that the Yiwang Tongban has reduced explicit information cost and material cost as well as implicit communication cost and rent-seeking cost by dealing with information asymmetry,asset specificity,bounded rationality and opportunism in the government service.It is suggested to summarize and promote effective measures of Yiwang Tongban,enhance the data sharing across affairs and departments,shift from“passive service”to“active service”mode,make online and offline services complementary,strengthen communication between the government and enterprises,in order to further reduce the institutional transaction costs of enterprises.
