农民城市化视角下县域城乡融合发展的实践机制研究

摘　　要：农民城市化是推动城乡关系演变的重要动力,也是城乡融合发展的主要推力。基于山西L县的田野调查经验,以农民家庭就近半城市化实践为视角,考察县域空间城乡融合发展的实践形态与实现机制。研究发现,就近半城市化的农民家庭双向嵌入城乡社会系统,具有生产方式工农兼顾、居住格局城乡分布、城乡生活稳定可逆等特点,是城乡要素融合互动、优化组合的重要载体。而高农业剩余对劳动力的在地化吸附,发展型社会对城乡资源的双重依赖,回应型政府的政策供给,构成了县域城乡融合发展的主体基础、实践动力和制度保障。乡村活力有序、农业繁荣发展和县域经济活跃、城市特色凸显是城乡融合发展的实践效果。L县的实践经验表明,“三农本位”是城乡融合发展的基本立场,农民需求和村庄发展需要是城乡关系演变需要回应的基本命题。Farmer urbanization is an important driving force for the evolution of urban-rural relations and the main thrust of urban-rural integration development.Based on the field investigation experience of the County L,Shanxi Province,and based on the practice of nearby semi-urbanization of farmer families,this paper investigates the practice pattern and realization mechanism of urban-rural integration development in county space.It is found that the nearby semi-urbanized peasant families are bidirectional embedded in the urban-rural social system,with the characteristics of both production mode and agriculture,urban-rural distribution of residence pattern,and stable and reversible urban and rural life.They are important carriers for the integration,interaction and optimization of urban and rural factors.The main basis,practical motivation and institutional guarantee of urban-rural integration development in county areas are the absorption of high agricultural surplus to labor force,the double dependence of development-oriented families on urban and rural resources,and the policy supply of responsive government.Orderly rural vitality,prosperous agricultural development and active county economy,and prominent urban characteristics are the practical results of integrated urban-rural development.The practical experience of the County L shows that the standard of“three rural issues”is the basic position of urban-rural integration development,and the needs of farmers and village development are the basic propositions to respond to the evolution of urban-rural relations.
