公共危机视角下政府公共关系作用分析——以新冠疫情为例

摘　　要：当前,公共危机事件广泛发生于各个国家。虽然危机的类别不尽相同,但其产生的危害都是巨大的。只有政府与社会公众的共同努力才能化危为安。在此过程中,政府公共关系起着十分重要的作用。它可以提升政府形象,增强政府凝聚力,并协调与公众之间的关系。在危机处理过程中,政府公共关系主要通过健全政府公共关系的组织机制、制定应对内外公众的公关策略、加强国际合作发挥作用。要想充分发挥政府在公共危机处理时的作用,就必须直面问题,补齐短板,既要加强危机预警系统的构建、完善信息传播沟通机制,又要动员社会力量参与到危机的应对当中,进而提升政府应对危机的公关能力和公关水平。Nowadays public crisis events occur widely across countries.Although the types of crises vary,the harm they do is enormous.Only the joint efforts of the government and the public can make the crisis disappear.In this process,government public relations plays a very important role.It enhances the image of government,enhances its cohesion,and coordinates relations with the public.In the process of crisis management,government public relations play a role mainly by improving the organization mechanism of government public relations,formulating public relations strategies to deal with the internal and external public,and strengthening international coope-ration.If we want to give full play to the role of the government in dealing with public crisis,we must face up to the problem and make up the short board,not only to strengthen the construction of the crisis early warning system,improve the communication mechanism of information dissemination and communication,but also mobilize social forces to participate in the crisis response,and thus enhance the government′s public relations ability and public relations level to deal with the crisis.
