基于预期效益的高校新引进电子资源评估——以全文电子期刊资源为例

摘　　要：目前的电子资源效益评估主要是指对已订购资源在一定周期内的事后评估,评价方式相对单一。而电子资源预期效益评估,可将采购前与采购后的效益分析评估相对应、验证,从而形成一个完整的电子资源采购调研、预测、验证体系,促进电子资源采购决策的科学化。影响预期效益评估的因素主要包括电子资源质量、经费、宣传与用户数量等,同时需要考虑文献资源总经费增长与电子资源经费增长之间的关系。文中基于本机构及对标机构历史数据,以全文电子期刊数据库为例,采用对标分析法构建新引进电子资源预期效益综合评估模型,并模拟计算。The current benefit evaluation of electronic resources refers to the post-evaluation of the ordered resources in a certain period of time.The evaluation method is relatively single.In contrast,the evaluation of anticipated benefits of electronic resources can verify and correspond to the benefit analysis before and after purchasing,which helps to build a complete process system for the investigation,prediction and verification of electronic resource acquisition,and to promote the scientific decision-making of electronic resource acquisition as well.The risk factors that affect the evaluation of anticipated benefits include the quality of electronic resources,funds,publicity,users and so on.At the same time,the relationship between the general growth of expenditure on literature resources and the increase of that on electronic resources should be considered.Based on historical data of the organization and benchmarking ones,taking the full-text electronic journal database as an example,the paper constructs a comprehensive evaluation model of the anticipated benefits of newly-introduced electronic resources through benchmarking analysis.The model is further simulated and verified.
