分配被纳入社会主义基本经济制度的若干思考

摘　　要：把按劳分配为主体、多种分配方式并存和社会主义市场经济体制一并纳入公有制为主体多种所有制经济共同发展的社会主义基本经济制度,标志着我们党对社会主义基本经济制度的认识更加全面,为我国社会主义经济制度走向更加成熟、实现国家治理体系和治理能力的现代化奠定了良好的思想理论基础。在多种所有制经济的共同发展中,公有制经济在社会资产总量中的优势地位和经济社会发展中的主导地位,决定了其他所有制形式也带上了若干社会主义性质;分配关系是生产关系的反面,与多种所有制经济相适应的按要素分配,进入社会主义基本经济制度理所当然。按劳分配和按要素分配都是由生产条件的分配所决定,劳动价值论既不是肯定按劳分配的理论依据,也不是否定按要素分配的理论依据,社会主义初级阶段必须把二者很好地结合起来。Taking distribution according to work as the main body,the coexistence of various modes of distribution and the socialist market economic system into the socialist basic economic system with public ownership as the main body and the common development of multiple ownership economies indicates that our party has a more comprehensive understanding of the socialist basic economic system.Thus,it has laid a good ideological and theoretical foundation for China's socialist economic system to become more mature and stereotyped,and realize the modernization of national governance system and governance capacity.In the common development of various ownership economies,the dominant position of public ownership economy in the total amount of social assets and the leading position in economic and social development determine that other forms of ownership also have a certain socialist nature.The distribution relationship is the opposite of the production relationship.It is natural to enter the basic socialist economic system by distributing according to factors in accordance with the economy of various forms of ownership.Some people doubt the distribution according to factors from the labor value theory.In fact,both distribution according to work and distribution according to factors are determined by the distribution of production conditions.Labor value theory is neither the theoretical basis of affirming distribution according to work nor denying distribution according to factors.The two must be well combined in the primary stage of socialism.
