摘　　要：为全面贯彻落实党的十九大关于把人民军队全面建成世界一流军队的精神,把强军文化落实到基层、占领思想文化主阵地,达到不断提升官兵文化自信,增强部队的凝聚力、战斗力的目的。在充分调研院校基层文化工作开展现状的基础上,有针对性地提出一些新的改进措施,以期达到强军文化落实到基层、占领主阵地的目的。This article addresses the issue of how to implement the spirit of the 19th CPC National Congress on building the people's army into a world-class army in an all-round way,to develop military culture at the primary level,to occupy the dominant position of publicizing ideology and culture,as well as to enhance the cultural confidence of officers and soldiers and enhance the cohesion and combat effectiveness of the troops.On the basis of investigating the present situation on the campus,especially in military academies,we come up with some measures for the innovation of primary-level cultural development,so as to advance the political work at the primary level.
