摘　　要：根据农田水利工程规划及其他相关规划要求,以提高农业特别是粮食综合生产能力、保障国家粮食安全、改善农村生态环境为目标,统筹使用各类涉水资金,统筹安排当前和长远农田水利建设、大力发展节水灌溉,适度增加灌溉面积,加强农田水利工程建后管理,加快体制改革和机制创新,全面提高农田水利投资效益、灌溉水利用率和农业抗御自然灾害能力,为促进农业现代化、社会主义新农村和和谐社会建设,为全面建设小康社会奠定坚实基础。According to the farmland water conservancy project planning and other relevant planning requirements,with the goal of improving the comprehensive production capacity of agriculture,especially grain production,ensuring national food security and improving the rural ecological environment.Make overall use of all kinds of water related funds,make overall arrangements for current and long-term farmland water conservancy construction,vigorously develop water-saving irrigation,appropriately increase the irrigation area,strengthen the post construction management of farmland water conservancy projects,accelerate system reform and mechanism innovation,and comprehensively improve the investment efficiency of farmland water conservancy,the utilization rate of irrigation water conservancy and the ability of agriculture to resist natural disasters,so as to promote agricultural modernization and the construction of a new socialist countryside and a harmonious society,which will lay a solid foundation for building a well-off society in an all-round way.
