后普及化时代省域“双一流”大学建设研究——以京津冀协同发展中的河北省为例

摘　　要：“双一流”大学是区域核心竞争力和软实力的重要体现与核心要素,也是提升区域影响力和声誉度的文化标志和致胜品牌。从国家定位和民间排位视角量化分析河北省“双一流”大学建设生态相位后发现,后普及化时代河北省高教系统整体处于“中国高等教育洼地”,综合实力与核心竞争力与京津相比差距明显,不能较好满足“京津冀协同发展的”国家战略、“一带一路”国际倡议和雄安新区、中国(河北)自由贸易试验区等重大部署,须科学规划河北省“双一流”大学建设目标定位,高点定向省域“双一流”大学建设行动路径,通过协同发展和“变轨超车”等,实现高教强省的战略目标。“Double First⁃Class”university reflects regional core competitiveness and soft power and constitutes the core element thereof.It is also a cultural symbol and a prevailing brand to enhance regional influence and reputation.By quantitatively analyzing the ecological position of the construction of“Double First⁃Class”universities in Hebei Province from the perspective of national orientation and non⁃governmental ranking,it is found that the overall higher education system in Hebei Province is in the“low land of the national higher education system”in the era of post⁃Mass Higher Education.Compared with Beijing and Tianjin,its comprehensive strength and core competitiveness are obviously far behind,which cannot well meet the requirements of the national strategy of“Coordinated Development of Beijing⁃Tianjin⁃Hebei,”“the Belt and Road Initiative”and the Plans for Xiong’an New Area and China(Hebei)Pilot Free Trade Zone.It is necessary to scientifically plan the goals and the course of action of the“Double First⁃Class”universities construction in Hebei Province,and achieve the strategic goal of strengthening the province by higher education through coordinated development and“changing tracks and overtaking.”
