基于复合系统协同度模型的西部省区城乡高质量融合发展研究

摘　　要：以“创新、协调、绿色、开放、共享”的新发展理念统领城乡高质量融合发展是当下解决城乡发展不平衡不充分的重要途径。本文依据新发展理念构建了城乡复合系统模型及城乡复合系统指标体系,以西部省区为对象,实证分析了城乡高质量融合发展,研究表明:2005—2018年,西部省区城乡高质量融合发展水平整体呈上升趋势,但发展水平不一,呈现出省际之间发展不平衡趋势;西部省区城乡关系由失调衰退类向融合发展类过渡,呈现出高质量融合发展状态;西部省区城乡高质量融合发展速度呈放缓趋势,由追求发展速度向追求发展质量转变;西部省区城市发展系统内部发展更加协调,乡村发展存在短板。在此基础上,提出促进西部省区乡村发展和实现城乡高质量融合发展的政策建议,以期促进西部省区城乡高质量融合发展。Leading a high-quality integrated development in urban and rural areas with the new concepts of"innovation,coordination,greenness,openness,and sharing"is an important way to solve the imbalanced and insufficient developments between urban and rural areas.Based on the concepts,this paper constructs a model and an indicator system to empirically analyze the high-quality integrated development of urban and rural areas in the western provinces.The result shows that:between 2005-2018,the development was generally on the rise,but the development was uneven between the provinces;the urban-rural relationship went on from a disordered decline to an integrated development,showing a state of the high-quality integrated development;the integrated development was slowing down,changing from the pursuit of speed to that of quality;the internal development was more coordinated,but there were shortcomings in rural areas.This paper further made policy recommendations for promoting rural development,with a view to promoting a high-quality integrated development in western provinces and regions.
