伊姆兰政府的部落区改革探析

摘　　要：自2006年穆沙拉夫政府起,历届政府都将开展联邦直辖部落区改革,清除恐怖主义势力,实现对该地区有效管辖作为自己的重要工作之一。2018年5月,随着部落区并入开普省相关法案的签署,这一进程曲折的“改革接力”进入新阶段。随后,伊姆兰·汗政府宣布了自己的部落区改革方案。但迄今为止,伊姆兰政府的改革与预期目标相差甚远,部落区和开普省的融合远未实现,改革衍生出的新矛盾和问题对伊姆兰政府执政红利造成一定损耗。目前分析,这场延续了十多年的改革真正完成尚需时日,并对巴基斯坦中央政府治理能力构成持续挑战。Since the Musharraf government in 2006,one of the priorities of successive governments has been to reform the FATA to rid it of terrorist forces and effectively govern it.In May 2018,with the signing of the bill related to the integration of tribal areas into Khyber Pakhtunkhwa province,the tortuous"relay of reform"of this process entered a new stage.Subsequently,the Imran government announced its own tribal district reform plan.So far,the reform is far from the expected goal,and the integration of the tribal areas into Khyber Pakhtunkhwa province is far from being realized.New contradictions and problems have eroded the ruling dividend of the Imran government.At present,the reform,which has lasted for more than a decade,will take some time to complete and will pose a continuing challenge to the governance of the central government of Pakistan.
