构建城市总规划师制度:打造共建、共治、共享的城市规划建设新格局

摘　　要：随着我国城市发展进入高质量发展阶段,为提高城市治理的能力、提升城市空间的品质,城市规划的相关机制也在进行相应的转型。传统的规划师制度实行以指标约束为主的规划管理方法,难以应对当下城市高速度发展所带来的复杂问题,难以满足新时代对城市高质量发展的高要求、高标准。文章在分析国内各类规划师制度实践的基础上,借鉴和吸纳国外规划师制度的实践经验,研究规划师制度的影响作用及构建思路,指出我国建设城市总规划师制度的必要性、可行性及构建要求,并对我国城市总规划师制度的建设提出建议。As cities in China enter the stage of high quality development,the system of urban planning is experiencing transformation in order to improve the urban governance capability and urban space quality.The extensive management method characterized by indices control in traditional urban planning cannot deal with complex problems and high quality urban development needs in the new era.Analyzing planners’practice in China and learning from overseas experience,the paper studies the functioning and construction of planners institution,indicates the necessity,feasibility,and requirements of establishing urban master planner system,and puts forwards relevant suggestions.
