农地确权与异质性农业投资:理论逻辑与实证检验

摘　　要：利用2015年中国家庭金融调查数据,检验农地确权对农业生产正规借贷投资和非正规借贷投资的边际影响和可能的作用机制。结果表明:农地确权对农业生产正规借贷投资和非正规借贷投资均有促进作用,但其对非正规借贷投资具有一定的挤出效应。具体作用机制有三个方面:一是强化地权稳定性的产权激励效应,二是提高信贷可得性的信贷供给效应,三是促进土地流转的要素配置效应。同时,土地流转要素配置效应的中介效应比例显著大于产权激励效应和信贷供给效应,应该说农地确权对农业投资促进作用的关键在于土地流转。进一步研究发现:土地流转中仅有土地转入具有促进农业投资的作用,而土地转出则显著抑制农业投资。基于此,建议强化农户地权稳定性预期,完善农村正规借贷市场,提升农户正规借贷可得性。同时将制定促进农业投资政策的着力点聚焦到土地流转上,加快构建统一开放、秩序规范和信息充分的土地流转市场,以高效有序的土地流转带动农业投资的增加。We test the marginal influence and possible mechanism of the farmland certification on the investment of agricultural production regular lending and informal lending based on the data of CHFS.The results show that while farmland certification can significantly improve the investment in agricultural production formal lending and informal lending,it has a certain extrusion effect on informal lending investment.There are three specific mechanisms:the incentive effect of property rights on strengthening the stability of land right,the effect of credit supply on improving the availability of credit,and the effect of factor allocation on promoting land circulation.Meanwhile,the intermediary effect of the factor allocation effect of land transfer is significantly greater than the property right incentive effect and credit supply effect.It should be said that the key to promoting agricultural investment is land transfer.Further study found that only land transfer can promote agricultural investment in land circulation and land transfer out significantly inhibited agricultural investment.Therefore,the government should strengthen farmers’expectation of land ownership stability,improve the rural formal lending market and enhance the availability of formal lendingf for armers.At the same time,formulating policies to promote agricultural investment should focus on land transfer,and agricultural investment should be increased by building a unified,open,orderly and well-informed land transfer market.
