农村公共事务治理中农民“漠视”现象解构及其破局--以C市Y村公共池塘资源治理为例

摘　　要：农民治理参与缺位是影响乡村振兴进程的重要障碍,解析农村治理中的农民参与不足对改善乡村治理和推动乡村振兴具有积极意义。以C市Y村公共池塘资源治理为例,基于“基层(乡镇)政府-农村-农民”整合分析框架解释农民公共事务治理中的“漠视”现象。结果表明:农民“漠视”本质是农民治理参与不足、意愿不强。主要体现在以下三个方面:政府层面,基层政府治理悬浮、功能缺位,导致行政动员能力不足;农村层面,农村转型期空心化,治理机制(利益、情感和规则)不健全,导致治理能力不足;农民层面,农民进城、精英缺失,缺乏收益分配和利益关联机制,导致村民参与不足。破解该问题关键在于夯实基层政权建设、提升政府权威及其行政动员能力,健全乡村自治体系、提升自治能力,培育治村能人弥合治理结构洞、构建村民利益联结机制等。The absence of farmers’participation is a major obstacle to rural revitalization.Analyzing the lack of farmers’participation in rural governance is of positive significance for improving rural governance and promoting rural revitalization.This article takes the public ponds governance in Y village of C city as an example,and explains the phenomenon of farmers’“ignorance”of public affairs governance based on the integrated analysis framework of“basic level government-village-farmers”.The study found that the most important reasons for farmers’“ignorance”lied in insufficient participation and weak willingness.For the root government,the suspension of grassroots government governance and lack of functions have led to insufficient administrative mobilization capabilities.For the village,the rural transition period is hollowed out,and governance mechanisms(interests,emotions and rules)are irregular,resulting in insufficient governance capabilities.For the farmers,with many joining in the cities,the lack of elites,profit distribution and interest-related mechanisms have resulted in insufficient participation of villagers.The key to the solution lies in consolidating the construction of grassroots political power,enhancing the authority of the government and its administrative mobilization capabilities,improving the rural autonomy system and the autonomy ability,cultivating villagers’capability to bridge the governance structure holes and building a mechanism linking villagers’interests.
