摘　　要：积极型治理是对中国共产党和中国政府反贫困战略实施过程的经验总结和治理模式提炼。从实践来看,中国共产党的反贫困战略具有三个鲜明的特征:积极的人权观构成反贫困战略的思想基础;干部下乡则构成了反贫困战略实施的组织保障;农民参与则是反贫困战略实施的社会基础。得益于上述三个基础性因素的保障,中国共产党各级组织和党员干部在反贫困战略实践中表现出较强的主动性和能动性,构成了本研究意义上的积极型治理。积极型治理既是对中国共产党反贫困治理经验的总结,也是新时期推动乡村振兴的重要治理体系保障。Initiative governance is the experience summary and governance model refine-ment of the anti-poverty strategy of CPC and Chinese Government. In practice, the CPC's anti-poverty strategy has three distinct characteristics: Firstly, the positive view of human rights which constitute the ideological basis of anti-poverty strategy. Secondly, the cadres who go to the coun-tryside which constitute the organizational guarantee of anti-poverty strategy implementation. Thirdly, the farmer's participation which constitute the social basis of anti-poverty strategy im-plementation. Benefiting from the guarantee of above three basic factors, Party organizations and its members and cadres at all levels of the CPC to demonstrate strong initiative and motility in the practice of anti-poverty strategy, which constitutes the initiative governance in the sense of this research. Initiative governance is not only a summary of the CPC's anti-poverty governance experience, but also an important governance system guarantee to promote the comprehensive revitalization of rural society in the new era.
