摘　　要：资金筹措方案研究是国家相关部门对黄藏寺水利枢纽工程投资决策的重要参考。黄藏寺水利枢纽是以生态配水为主要任务的综合开发利用工程,属于社会公益性项目。在对黄藏寺各项功能分析的基础上,采用多种方法进行了工程费用分摊;测算了工程的灌溉水价和上网电价,分析了灌溉水价的承受能力;在此基础上对项目的贷款能力进行了测算;综合考虑项目的贷款能力、灌区水价的实际情况以及可能的上网电价方案,推荐黄藏寺水利枢纽工程的资金筹措方案,并进行财务评价,供项目决策参考。Funding schemeresearch is an important basis for the relevant department’s investment decision of Huangzangsi Dam Project.It is the comprehensive development and utilization project as the main task of ecological water distribution,which belongs to social welfare projects.Based on the benefit analysis of Huangzangsi Dam Project,the paper used different methods to share the cost,calculated the irrigation water price and engineering tariff and analyzed the tolerance capacity of irrigation water price.On this basis,the paper calculated the loan capability of the project.Considering the lending capacity of the project,the tolerance ability of irrigation water price and the possible engineering tariff scheme,the paper recommend the funding scheme and made financial evaluation for project decision-making reference.
