摘　　要：[目的/意义]与制造业相比,情报产业需要最大化发挥情报产品价值,提供给合适的用户并开拓市场,促进情报服务水平提高,这需要生产高质量的情报。[方法/过程]情报开发利用的工作在体制上与制造企业相近,基于开源情报的信息来源特点,借鉴美国国防部持续过程改进的管理理念,对于开源情报开发利用的过程,通过精益六西格玛方式,采用DMAIC手段进行分析,减少冗余环节,加强知识共享利用,提高生产效率和情报效用。[结果/结论]引入Scrum敏捷持续过程改进的方式去建立高效的情报团队,进行先进的知识管理及围绕开源情报任务目标精确匹配用户需求,有效执行精益六西格玛的相应实施保障。[Purpose/significance] Compared with the manufacturing industry, the intelligence industry needs to maximize the value of intelligence products, expand the market for suitable users, and improve the intelligence service level, which requires the production of high-quality intelligence.[Method/process] The exploitation and utilization of intelligence is similar to manufacturing enterprises in mechanism.Based on the information source characteristics of open source intelligence and the management concept of Continuous Process Improvement of the U.S.Department of Defense, the process of open source intelligence exploitation and utilization is analyzed by means of DMAIC of Lean Six Sigma, so as to reduce redundant process, strengthen knowledge sharing and utilization, and improve production efficiency and effectiveness.[Result/conclusion] It introduces the Scrum agile continuous process improvement to establish an efficient intelligence team, carries out advanced knowledge management and accurately matches user needs around the open source intelligence mission goals.These methods effectively implement the corresponding implementation guarantee of Lean Six Sigma.
