空间治理语境下上海市土地储备规划编制思路

摘　　要：推进空间治理体系和治理能力现代化是国家深化改革的重要目标之一。文章基于对土地储备规划体系和土地储备决策目标的解读,探讨新时期土地储备的价值导向及土地储备规划的编制思路和方法,包括土地储备如何统筹土地与空间资源、如何有序安排城市空间发展重点、如何回归公共性与公益性空间保障、如何兼顾土地经济价值与各类综合价值的实现,以及如何增强各级政府在土地储备工作中的能力等,并结合上海市土地储备规划实践,提出了搭建规划数据平台、分析土地储备潜力资源、划定储备重点区域、开展土地综合价值评估与分级制定土地储备决策的建议。Promoting the modernization of spatial governance system and capability is an important component of deepening reform in China.With an analysis of land reservation planning system and vision,the paper discusses the value orientation,concept,and method of land reservation plan,which include:integration of land and space resources,arrangement of urban spatial development emphases,regression to ensuring publicity and public benefit,realization of economic and other values of land,coordination of the power and ability at different levels of government.Based on the practice in Shanghai,the paper puts forwards strategies of establishing planning and data platform,analyzing land reservation resource,defining major reservation area,conducting land value evaluation,and making land reservation policies for different levels.
