摘 要:海洋可再生能源开发利用对促进节能减排、应对气候变化具有重要的潜在作用。我国海洋可再生能源资源总量丰富,仅近海海域的海洋可再生能源资源可开发量就高达数百吉瓦。近年来,我国海洋可再生能源资源开发利用技术取得了快速发展,海洋可再生能源装机规模已进入世界前列。碳达峰、碳中和目标下能源电力绿色转型战略的实施,为我国海洋可再生能源资源开发利用提供了至关重要的发展机遇。在介绍我国海洋可再生能源开发利用开展的工作以及取得的重要进展的基础上,梳理我国海洋可再生能源开发利用中存在的主要问题,分析我国海洋可再生能源减排潜力,对"双碳"背景下我国海洋可再生能源的中长期发展愿景进行展望,并对近期的海洋可再生能源开发利用技术发展以及规模化开发利用重点进行分析。The development and utilization of marine renewable energy exerts key potential influence on promoting energy conservation,emission reduction and countermeasure for climate change.The reserves of marine renewable energy in China are abundant,and its exploitable amount in offshore waters goes as high as hundreds of GW. In recent years,marine renewable energy development and utilization technology has made rapid development in China,and its installed capacity ranks among the best in the world. The implementation of the energy green transformation strategy under the goals of carbon peaking and carbon neutralization provides a vital opportunity for the development and utilization of marine renewable energy resources in China.Based on the study and important progress made in the development and utilization of marine renewable energy in China,the existing problems and the potential of marine renewable energy in emission reduction are analyzed.Then,the medium and long-term development goals of marine renewable energy in China under the background of carbon peaking and carbon neutrality are made,and its short-term technology development goal and key points in largescale utilization are proposed.
