摘  要:随着农村土地“三权分置”制度的进一步深化,放活农村土地经营权成为激发农村金融市场内生动力和实现农业现代化和推进乡村振兴的重要手段。2016年以来,全国232个试点地开始农村土地经营权抵押贷款试点工作,包括云南省开远市、砚山县、剑川县、鲁甸县、景谷县、富民县。本课题组在对云南省试点地进行调研的基础上,结合对其他试点地贷款模式的研究和分析,总结梳理了两类五种农村土地经营权贷款模式,并以云南省农村土地经营权融资市场的发展现状为立足点,提出扩大放贷人范围及探索放贷人之间合作模式的多元化发展,促进农业经营规模化及多元化发展,从而释放农村土地经营权的内在金融价值。With the further deepening of the system of“separation of rights”of rural land,invigorating the right of rural land management has become an important means to stimulate the endogenous power of rural financial market,realize agricultural modernization and promote rural revitalization.Since the year 2016,232 pilot sites across the country have started the pilot project of mortgage loans for rural land management rights,including Kaiyuan City,Yanshan County,Jianchuan County,Ludian County,Jinggu County and Fumin County in Yunnan Province.On the basis of the investigation of the pilot land in Yunnan Province and combined with the research and analysis of other pilot land loan models,our research group summarizes two types and five kinds of rural land management right loan models.According to the present situation of the financing market of rural land management rights in Yunnan Province,this paper proposes to expand the scope of lenders and explore the diversified development of cooperation modes among lenders so as to promote the scale and diversified development of agricultural management,so as to release the inherent financial value of rural land management rights.
