摘　　要：农村土地具有生产、生活和生态功能与价值。它不仅是农民赖以生存的重要空间载体,也是推动“三农”发展的重要生产要素。乡村振兴战略背景下,期待农村土地由分散向综合转变、由单向流动到双向流动转变、由以地为本到以人为本转变。但当前统分结合双层经营的农村经营体制,存在土地集体产权界定模糊、不利于规模化经营、土地闲置抛荒等问题,制约了乡村的崛起和振兴。亟待厘清农村土地权益分配,努力提高社会生产力;完善农业经营模式,构建现代农业经营体系;优化土地“三权分置”,提高土地利用效率。释放土地应有的市场价值与开发潜力,促进乡村振兴发展。Rural land has productive,living and ecological functions and values.It is not only an important space carrier for farmers to survive,but also an important production factor that promotes the development of“agriculture,rural areas and farmers”.Under the situation of rural revitalization,it is expected that rural land will transform from decentralized to integrated,from one-way flow to two-way flow,and from land-based to people-oriented.However,the current rural land system with unified,decentralized,and two-tiered management has problems such as fuzzy definition of collective land rights,small-scale production models that are not conducive to large-scale operations,and idle land.These problems restrict the rise and revitalization of rural areas.Reform and innovation are urgently needed to clarify the distribution of rural land rights and interests and strive to improve social productivity;to improve agricultural business models,and build a modern agricultural business system;to optimize the“three-rights separation”of land,and improve land use efficiency.The goal is to unleash the market value and development potential of the land,and promote the revitalization and development of rural areas.
