黄河流域生态资本与经济高质量发展研究

摘　　要：依据新发展理念构建经济高质量发展综合评价体系,以黄河流域2000-2017年的省级面板数据为样本分析生态资本与黄河流域经济高质量发展之间的关系。结果表明:生态资本与黄河流域经济高质量发展之间呈显著的正向关系,生态资本显著带动黄河流域经济高质量发展,其中森林覆盖率的贡献率最大;生态资本主要通过提高人均人力资本、劳动生产率以及降低单位GDP能耗对黄河流域经济高质量发展产生间接的促进作用;生态资本的门槛效应显著,越过双重门槛值-0.200后,生态资本正外部性作用呈逐步减弱态势。应充分认识到生态资本价值及对黄河流域生态资本投资的必要性,将生态保护真正融入现代化经济建设,通过孕育高质量人力资本与高效劳动生产率、降低能耗等路径助推黄河流域经济高质量发展。According to the new development concept, this paper constructs a comprehensive evaluation system of high-quality economic development, and takes the provincial panel data of the Yellow River Basin from 2000 to 2017 as the research sample to analyze the relationship between ecological capital and high-quality economic development in the Yellow River Basin. The results show that there is a significant positive relationship between ecological capital and high-quality economic development in the Yellow River Basin, and ecological capital significantly promotes the high-quality economic development in the Yellow River Basin, in which forest coverage has the greatest contribution;ecological capital indirectly promotes the high-quality economic development in the Yellow River Basin mainly by increasing average human capital, labor productivity and reducing energy consumption of unit GDP;and the threshold effect of ecological capital is significant, the positive externality of ecological capital gradually weakens after reaching the double threshold value-0.200. The paper holds that the value of ecological capital and the necessity of investment in ecological capital in the Yellow River basin should be fully recognized,and ecological protection should be truly integrated into modern economic construction;and promote the high-quality economic development of the Yellow River by improving high-quality human capital and labor productivity, and reducing energy consumption.
