摘　　要：粤港澳大湾区建设是重要的国家战略部署,是“一带一路”建设的重要支撑点,是提升港澳在国家经济发展和对外开放中的地位与功能的重大举措。广东省作为改革开放的先行者和排头兵,具有大湾区建设的基本素质。各级政府必须明确在粤港澳大湾区建设中自身角色的基本定位,做好发展理念的引领者、发展蓝图的设计者、发展规划的制订者、发展创新的推动者、发展政策的制定者、发展过程的监控者、发展成果的调节者。The construction of Guangdong-Hong Kong-Macao Greater Bay Area is an important national strategic arrangement,an important supporting point of“The Belt and Road”,and an important measure to enhance the position and function of Hong Kong and Macao in the national economic development and opening to the outside world.Guangdong Province,as a pioneer and vanguard of reform and opening up,has the basic quality of the construction of the Greater Bay Area.Governments at all levels must make clear the basic orientation of their roles in the construction of Guangdong-Hong Kong-Macao Greater Bay Area,be good leaders of development ideas,designers of development blueprints,planners of development plans,promoters of development innovation,policymakers of development policies,monitors of development processes and regulators of development results.
