清季海防股与海军衙门关系考辨

摘　　要：海防股与海军衙门是清廷应对中法战事期间先后创设的两类机构。海防股是总理衙门于光绪九年十二月(1884年1月)奏请添设的办事分股,属于辅助总署大臣处理海防事务的文秘助手,海军衙门是慈禧于光绪十一年九月(1885年10月)依议准设的专务部门,属于主持地方海防事业的领导机构。两者同时并存近十年,直至甲午战败、北洋海军覆灭,又同遭裁撤。由于官方文献记载的含混与缺失,学界误将海防股视作海军衙门前身,误认为两者等同于近代西方国家的海军部。①有鉴于此,本文依据相关史料,辨析海防股与海军衙门筹设过程、成立宗旨、权责职掌、实际功能等问题,厘清两者关系及历史地位,以期推动晚清海军史、海防史研究。The coastal defence organization was established in nine years of Guangxu and the Navy department was established in eleven years of Guangxu.Both existed simultaneously in ten years and were abolished in the end.The former was a secretariat organization and the latter was specialized department.The former was usually regarded as the predecessor of the latter in academical study.The paper proposes both were independent in each other,including their nature,place and role.
