摘 要:地震作为一种自然灾害现象,所造成的公共突发事件时有发生,在发生地震后,如何快速、准确地评估应急资源所需的种类和数量对有限的救灾资源的筹集、调运、分配,救灾抢险的人员调集、部署成为了灾后救援的重要策略。为了利用震害矩阵对地震救灾资源需求进行快速评估,在地震建筑物损失评估模型的基础上,提出了采取随机抽样调查法来获得震害矩阵,并通过实际数据进行数值模拟,论证了该方法的有效性,为下一步地震救灾资源需求评估提供了决策依据。As a natural disaster phenomenon,earthquakes cause public emergencies from time to time.After an earthquake,how to quickly and accurately assess the types and quantities of emergency resources needed to raise,deploy,and allocate limited disaster relief resources.The mobilization and deployment of disaster relief personnel has become an important strategy for post-disaster rescue.In order to use the earthquake damage matrix to quickly assess the demand for earthquake disaster relief resources,based on the earthquake building loss assessment model,this paper proposes a random sampling survey method to obtain the earthquake damage matrix,and performs numerical simulations through actual data to demonstrate the effectiveness of the method.It provides a decision-making basis for the next step in the earthquake relief resource demand assessment.
