文化嵌入视域下的社会治理共同体构建:缘起、模式与路径

摘　　要：建设社会治理共同体是推进治理体系和治理能力现代化的重要方向。文化嵌入视域下的社会治理共同体构建具有思想延续性、现实紧迫性和技术可行性,是统合中国传统共同体思想、人民本位治理理念和柔性社会治理技术的内在要求。通过文化对共同体的有机嵌入,构建以价值嵌入实现社会治理共同体价值认同、以行动嵌入实现社会治理共同体的有序参与、以工具嵌入实现社会治理共同体权责清晰的整体理论逻辑。从弘扬社会主义核心价值观、挖掘地域文化时代内涵、健全微观文化体系、推进社会治理共同体与命运共同体的有序衔接等方面提出实践路径。The construction of social governance community is an important direction for advancing the modernization of the governance system and governance capabilities.The construction of social governance community from the perspective of cultural embedding has ideological continuity,practical urgency,and technical feasibility.It is an inherent requirement for integrating traditional Chinese community ideas,people-based governance concepts,and flexible social governance technologies.Through the organic embedding of culture into the community,an overall theoretical logic should be constructed that realizes the value recognition of the social governance community with value embedding,the orderly participation of the social governance community through action embedding,and the clear rights and responsibilities of the social governance community through tool embedding.Finally,a practical path is put forward from the aspects of carrying forward the core values of socialism,taping the time connotation of regional culture,establishing and improving the micro-cultural system,and promoting the orderly connection of the social governance community and the community of destiny.
