摘  要:为有效提高军机的安全性水平,国内军机研制引入了民机适航理念,使得军机在预期军事用途和使用条件下具备一定的安全运行能力。但军机适航审查基础的采标多以民机适航标准为主,对于军用运输类飞机和以运输机为平台的军用飞机而言,适用性较强。对于有人战斗机、轰炸机和无人机等其他类型军机而言,不具有普遍性的指导作用。结合军机用途和使用特点,通过对MIL-HDBK-516C和CCAR-25-R4适航标准进行对比研究,归纳了不同类型军机适航审查基础的采标原则,提出了一套基于MIL-HDBK-516C标准的适航审查基础应用模型,可为军机适航审查基础的采标和应用提供思路。In order to improve military aircraft safety level, the civil airworthiness discipline has been applied to military aircrafts development in China. The military aircraft have had the ability to operate safety to some extent in expected military use and conditions. Most military aircrafts use civil airworthiness standards to define certification basis, which is suitable for military transport aircrafts and those derived from transport aircrafts, but not common guiding for manned fighters, bombers, UAVs and other types of aircrafts. This paper, combined the use and characters of military aircraft and comparison between MIL-HDBK-516 C and CCAR-25-R4, makes a conclusion on how to apply airworthiness standards to different types military aircraft. What`s more, this paper reveals an airworthiness certification basis application model based on MIL-HDBK-516 C, which can provide guidance to military aircraft to define certification basis and their implementation during development process.
