摘 要:科技创新是推动黄河流域高质量发展的核心驱动力。利用黄河流域城市数据,将非期望产出纳入超效率网络SBM-Malmquist模型,从科技研发和成果转化两个阶段系统评价黄河流域科技创新效率,进一步使用Dagum基尼系数和QAP方法对科技创新效率的空间差异及影响因素进行探究。研究发现:考察期内黄河流域科技创新效率呈现逐年上升趋势;地区内差异、地区内外的交互影响是黄河流域科技创新效率、科技研发效率以及成果转化效率差异的主要来源;科技创新过程中,缩小整体效率变化差异、整体技术进步差异以及成果转化效率差异是实现科技创新效率均衡发展的重要途径,扩大研发阶段与转化阶段效率变化差异与技术进步差异有助于降低黄河流域科技创新效率差异。Scientific and technological innovation is the core driving force for high-quality development in the Yellow River Basin.Based on the data of cities in the Yellow River Basin,this paper includes the undesired outputs into the super-efficiency network SBM-Malmquist model to systematically evaluate the efficiency of scientific and technological innovation in the Yellow River Basin from the two stages of scientific and technological research and development and achievement transformation,and further explores the spatial differences of scientific and technological innovation efficiency and the influencing factors by using the Dagum Gini coefficient and QAP method.The results show that the efficiency of scientific and technological innovation in the Yellow River Basin has increased year by year during the study period.The intra-region differences and the interregional interaction are the main sources of the differences in the efficiency of scientific and technological innovation,scientific and technological research and development and the achievement transformation in the Yellow River Basin.In the process of scientific and technological innovation,narrowing the difference of overall efficiency change,overall technological progress and achievement transformation efficiency are an important way to achieve balanced development of scientific and technological innovation efficiency,and enlarging the difference of efficiency change and technological progress between the R&D stage and the transformation stage is helpful to reduce the difference of scientific and technological innovation efficiency in the Yellow River Basin.
