摘　　要：随着“放管服”改革的不断深化,打造市场化、法治化、国际化营商环境成为完善社会主义基本经济制度、推动经济高质量发展的重要抓手,而政府采购是落实“放管服”的重要领域,对构建良好营商环境有着重要作用。运用主成分分析法构建起一套完整的政府采购营商环境评价指标体系,运用TOPSIS模型对全国省级政府采购营商环境情况进行综合评价,并尝试从优化政府采购全过程管理、推进政府采购法律法规建设、促进地区间营商环境系统提升、对标“先进”与扩大开放并举等方面提出改进我国政府采购营商环境的具体建议。With the continuous deepening of the reform of"release-management-service",creating a market-oriented,legalized and international business environment has become an important starting point to improve the basic socialist economic system and promote high-quality economic development.Government procurement is an important field to implement"release-management-service"and plays an important role in building a good business environment.This paper constructs a complete set of evaluation index system of business environment of government procurement by using principal component analysis,comprehensively evaluates the business environment of provincial government procurement by using TOPSIS model,and tries to put forward specific suggestions to improve the business environment of government procurement in China from the aspects of optimizing the whole process management of government procurement,promoting the construction of government procurement laws and regulations,promoting the improvement of regional business environment system,benchmarking"advanced"and expanding opening-up.
