“聚点均衡”视角下有为政府引领企业生产区位选择机制研究

摘　　要：新古典经济学框架下已有文献对企业生产活动区位分布的福利含义鲜有正式探讨,导致对政府引领区域经济发展的研究始终缺少坚实的理论基础。构建了一个2地区、2企业和2政府的博弈模型,论证了政府引领企业区位选择的合理性和必要性,其中,离心力来自运输成本,向心力来自规模经济。当分散生产使企业利润最大,而集聚却在总福利水平上更优时,企业行为导致非效率,而政府为纠正这种非效率所进行的引领就是合理的和必要的。在三种不同情况下,阐释了政府如何通过为企业间的协调博弈提供“聚点”而对企业生产区位选择实施引领,强调了在地方政府陷入囚徒困境式博弈时上级政府实施有效协调的重要性,讨论了有效协调的实现条件。Due to the lack of formal discussion on the welfare meaning of the location distribution of production activities in the existing literature,there is always lack of solid theoretical basis for the study of government's lead in regional economic development.This paper constructs a game model including two regions,two firms and two governments to demonstrate the validity and necessity of the government's leading role,in which the centrifugal force comes from the transportation cost and the centripetal force comes from the scale economy.When decentralized production maximizes the profits of firms but agglomeration is desirable in terms of the total welfare level,firms'behavior is inefficient and the government's leading to correct this inefficiency is reasonable and necessary.In three different situations,this paper analyzes the leading role of the government in enterprise production location selection by providing"focal point"for coordination games between enterprises,emphasizes the importance of the effective coordination of the superior government when local governments fall into the prisoner's dilemma,and discusses the realization conditions for effective coordination.
