摘　　要：为推动我国海堤建设和海洋生态修复工作,进一步贯彻落实陆海统筹理念,文章分析海堤生态化建设在陆海统筹背景下的意义,并结合我国海堤生态化建设面临的障碍,提出对策建议。研究结果表明:海堤生态化建设是陆海统筹的重要组成部分,但仍面临法律规范和技术标准不健全,地方政府、社会组织和公众参与不足以及长时间序列多源数据支撑薄弱等问题;亟须从陆海统筹角度出发,创新理论体系和改进施工技术、提高地方政府等的参与度以及完善陆海数据支撑机制。In order to promote seawall construction and marine ecological restoration in China,and further implement the land-sea coordination concept,this paper analyzed the significance of seawall ecological construction under the background of land-sea coordination,and put forward countermeasures and suggestions based on the obstacles faced by the seawall ecological construction in China.The results showed that the ecological construction of seawall was an important part of land-sea integration,but it still faced some problems,such as imperfect legal norms and technical standards,insufficient participation of local government,social organization and public,and lack of long-term multi-source data support.Therefore,it was urgent to innovate the theoretical system,improve engineering technology,enhance the participation of social government et al.,and improve the land and sea data support mechanism from the perspective of land and sea planning.
