电动车企业骗补行为的惩罚制度研究

摘　　要：为加快电动汽车的推广和应用,政府给予政策的优惠和补贴,导致部分电动车企业骗补行为的产生。运用制度工程学理论,建立电动车企业骗补行为的三元行为惩罚制度。同时分析三元行为惩罚制度的有效性,建立基于三元行为惩罚制度的改进模型,并提出相应的监管措施。In order to speed up the promotion and application of electric vehicles,the government gives preferential policies and subsidies,which leads to some electric vehicle enterprises’fraud.Based on the theory of institution engineering,a ternary behavior punishment institutionof electric vehicle enterprises’fraud was established.At the same time,it analyzes the effective and boundary conditions of the ternary behavior punishment institution.By establishing an improved model based on the ternary behavior punishment institution,recommends the corresponding regulatory measures.
