摘　　要：“以人民为中心”是评选文明城市的根本价值取向,以人民满意为目标是文明城市创建的出发点和落脚点,人民群众对文明环境的期望、对文明秩序的支持、对文明风尚的融入,是创建文明城市的最大动力.在创建文明城市过程中,济南市倾注了全市广大党员干部牢记宗旨、为民惠民创建的如磐初心,始终坚持念好“民字诀”,充分发挥人民群众的主体作用,凝聚起全域创建全民参与、全社会同向同行的宏大力量。济南市民以主人翁的责任感和荣誉感,履行社会责任,争做文明创建的参与者、文明言行的践行者、文明城市的建设者、文明社会的守护者.Sticking to the people-oriented mass line is the fundamental root and value orientation for the assessment of civilized city construction,with people's satisfaction as the goal being the starting and ending point.The people's expectation of a civilized environment,their support for the establishment of civilization and order and their civilized practices are the greatest motivation for the construction of a civilized city.In the process of deepening the construction of civilized city,Jinan has adhered to the policies centered around people by maximizing strengths of the people,and thus demonstrating a high level of synergy between different circles of people,coalescing a powerful bonding strength.With a sense of responsibility and honor,citizens in Jinan have fulfilled their social responsibilities,who actively participate in the creation of civilization by their thoughts,words,actions,and deeds.
