摘　　要：国家管辖范围以外海域的国际法治理,以及主权、管辖权争议海域的国际法适用,是本期各篇讨论的共同焦点。四篇论文分别探讨了国家管辖范围以外区域不同类别划区管理工具的发展及其法律制度挑战、南极条约体系面临的新的法律问题及中国对策、建立南极海洋保护区的制度与利益障碍、北极斯瓦尔巴群岛渔业保护区实践的国际法制约等,在研究对象、考察角度或分析深度等方面,分别展现了不同的新意。Papers published in this Issue share a common focus on the international law governance of the areas beyond national jurisdiction,as well as the application of international law in sea areas under disputes over sovereignty and jurisdiction.The four monographs respectively deal with the development of different types of area-based management tools in areas beyond national jurisdiction and their legal system challenges,new legal issues facing the Antarctic Treaty System and China’s countermeasures,institutional and interest barriers to the establishment of Antarctic marine protected areas,and international law constraints on the practice of fisheries protected zone around the Svalbard Archipelago in the Arctic Ocean.They present diverse novelties in terms of object of study,angle of investigation or depth of analysis.
