摘　　要：探讨我国改革开放以来知识产权公共政策的发展与转型逻辑,构建基于"间断-均衡"理论的知识产权公共政策演进分析框架。将1985-2020年我国知识产权公共政策的演进图景予以呈现,围绕决策系统和决策问题,描绘出不同阶段我国知识产权公共政策决策主体和议题的变化,探究政策演进的内在机理。研究发现,我国知识产权公共政策决策主体"间断整合"特性明显,网络逐渐复杂化,中央政府对知识产权工作的顶层设计有所凸显,政策议题发生了"均衡转型",政府治理知识产权的方式与途径趋向多样化,为进一步优化我国知识产权公共政策制定与实施提供借鉴。Based on the narrow sense of intellectual property public policy,this paper analyzes and discusses the development and transformation logic of intellectual property public policy since China's reform and opening-up from the perspective of"Discontinuity-Equilibrium"theory.This paper constructs an analysis framework of the evolution of intellectual property public policy,and presents the evolution of China's intellectual property public policy from 1985 to 2020 by using the research path of combining social network analysis and grounded method.It depicts the Intergovernmental network and co word map of China's intellectual property public policy in four stages of policy start,international integration,strategic implementation and strong national governance,and makes further research to explore when,how and why policies evolve.It is found that the main network of intellectual property public policy makers in China is becoming more and more complex,the top-level design of intellectual property work by the central government has been highlighted,policy attention has undergone a great transformation,and the ways and means of government governance of intellectual property tend to be diversified.Finally,this paper refines the main characteristics and Governance Logic of"Discontinuous Integration and Balanced Transformation"as the core meaning behind the policy evolution,so as to provide reference for further optimizing the formulation and implementation of China's intellectual property public policy.
