摘　　要：开放第五航权,融入世界城地组织,对西安加快"一带一路"建设,驱动高质量发展,具有至关重要的战略意义。本文剖析西安航空运输业对地方经济发展的驱动瓶颈,阐释第五航权开拓对"一带一路"建设以及世界城地组织融合的积极影响,进一步设计耦合机制,以航空物流网络建设驱动西安产业升级与国际贸易,以航空客运发展加快西安文化旅游业外向扩张,以第五航权开放撬动临空经济的辐射带动效应,系统地驱动西安"一带一路"建设与世界城地融合。由此为西安深化全面开放,提高国际影响力,提供研究参考与政策启示。Opening up the fifth freedom flight rights and integrating the UCLG are vital strategic significance for Xi’an to accelerate the"the Belt and Road"construction and high-quality development.The paper analyzes the driving bottleneck of Xi’an’s air transportation industry on the local economic development,explains the positive impact of the fifth freedom flight rights development on the construction of"the Belt and Road"and the integration of UCLG,and designs the coupling mechanism to drive Xi’an’s industrial upgrading through the construction of aviation logistics network with international trade,accelerates the outward expansion of Xi’an cultural tourism industry with air transport development,and leverages the radiation driving effect of the air transportation economy with the fifth flight freedom rights development,drives Xi’an’s"the Belt and Road"construction to integrate the UCLG systematically.The study provides research reference and policy inspiration for Xi’an to enlarge opening up and increase international influence.
